Post By-Laws

A. Objectives
 
            The Objectives of Post 73 are:
 
1.     The Amateur Radio Explorer Post’s goal is to have youth members achieve the amateur radio license and to upgrade to their potential. Along with that goal, it will also promote community service, emergency service and the understating of radio electronics within its activities. It will also engage in program activities centered on career opportunities, life skills, citizenship, character education and leadership experience.
 
2.     To foster a supportive and caring environment where participants can learn and grow in the areas of life skills, citizenship, and leadership.
 
B. Membership
 
Participation shall be open to all young adults who live in the surrounding area and are at least 14 years of age, and have completed eighth (8th) grade or be fifteen (15) years age. No prospective participant shall be disqualified because of race, color, creed, or sex. All participants must be enrolled as Explorers and agree to the post rules/regulations and standards of conduct except authorized guests.
 
C. Officers
 
1. The elected officers shall be president, vice-president, secretary, and treasurer, as membership enrollment allows. The president, with the approval of the Advisor, shall appoint activity chairs and make other assignments as needed.
 
2. The normal term of office for Post Officers shall be for one year starting March 1st. Elections shall be held in February.
 
D. Post Business/Voting
 
Voting on all issues will be by simple majority, with the exception of changes or amendments to the bylaws, which will require a two-thirds vote of the total participants and approval of the advisors.
 
E. General Meetings/Activities
 
General meetings will be held during the first and third weeks of each month. the day will be decided by the participants and Post Committee at the beginning of each school year. Advisors conducting meetings or leading activities will have the authority to dismiss any explorer from any meeting or activity whenever the advisor(s) determine actions on the part of the explorer are sufficiently disruptive to the meeting or activity.
 
F. Money Earning Projects
 
Participants who do not participate in a project are not entitled to any benefits of the funds earned unless excused by advisors.
 
 
 
G. Disciplinary System
 
1. Infraction Classifications
Infractions of Post 73 rules/regulations and standards of conduct will classified as “minor” or “major”, in accordance with the schedule below.
 
Minor Infractions:
 
1.01     Underage smoking
1.02     Vulgar language
1.03     Arguing
1.04     Conduct deemed disrespectful or unbecoming of an Explorer
1.05     Unauthorized possession or use of barred electronic devices
1.06     Unauthorized consumption of food/candy/gum
1.07     Un-excusedtardiness
1.08     Failure to meet appearance standards
1.09     Un-excusedfailure to attend scheduled meetings
1.10     Any conduct deemed a minor infraction by a Post Advisor
 
Major Infractions:
 
1.21     Fighting
1.22     Use/Sale of alcohol or drugs
1.23     Criminal activity/Juvenile delinquency (i.e. malicious destruction of property)
1.24     Three or more minor infractions within a six month period
1.25 There shall be absolutely no sexual contact between Explorers. Sexual                     contact is defined as the intentional touching of another’s genital region, buttocks or breasts, whether or not it is done with the consent of the touched party. When it is determined that the touching was done with the consent of the touched party, the touched party shall be guilty of sexual contact as well.
1.26     Any conduct deemed a major infraction by a Post Advisor.
 
2. Disciplinary Scale
As a general rule, infractions of the rule/regulations and Standards of Conduct will result in disciplinary action as outlined below. All disciplinary actions/warnings will be documented in the participants file.
 
Minor Infractions
 
1st Minor Infraction: Oral Reprimand
2nd Minor Infraction: Written Reprimand
 
Major Infractions
 
Any major infraction can result in immediate dismissal from the program. Dismissal of a participant from the program by the Post Advisor must be approved by the Post Committee.
 
 
H.  Bylaw Changes
 
Due to this post being newly formed these are an initial set of bylaws that are subject to change in the future to conform with the needs and desires of the participants, advisors and the post committee.
